A failed state is a country where the government can no longer perform basic functions such as maintaining security, providing public services, or upholding the rule of law. (E.g. Somalia, Syria, and Sudan).
Internationally-Led Transitional Authorities (ILTAs) are temporary governance structures established by international organizations or coalitions of states to restore order, rebuild institutions, and facilitate a transition to self-governance. Previous examples include the UN Transitional Administration in East Timor (UNTAET) and the UN Interim Administration Mission in Kosovo (UNMIK).
